The Communications Regulation Commission (CRC) successfully concluded the project „Strengthening the administrative capacity of the Communications Regulation Commission” with the main goal of improving the efficiency and professionalism of its employees. This became clear from the concluding press conference which took place in the National Press Club of the Bulgarian Telegraph Agency (BTA) on 18.06.2014. The project is financed by the European Social Fund through the Operational Programme „Administrative Capacity” (ОPAC).

 

At the event the manager of the project – Mrs. Iskra Simeonova - presented all the results from the activities as well as the details about its implementation. Mr. Konstantin Tilev, Member of CRC, added the importance of the project activities for the development of the professional staff and thanked all his colleagues for the team work. During the press conference the participants – guests from institutions and media - intervened with opinions and questions. It was the common understanding that the investment in human resources brings invaluable benefit for the development of the institutions.

 

The activities were presented at the meeting, the main part of them being trainings from the catalog of the Institute of Public Administration on the following subjects:

І.        Management skills in the administration;

ІІ.       Human resources management;

ІІІ.      Effective communications in  public administration;

ІV.     Legal aspects and management of the administrative activity. Prevention and combating corruption;

V.      Financial and economic management;

VІ.     Е-government: establishing, skills;

VІІ.    Specialized foreign language training.

 

The financing of activities is 100% from the Operational Programme "Administrative Capacity" and the total sum amounts to 89 991 BGN. The activities took place during the last 12 months - since 10.07.2013 and this is actually the duration of the project itself.

 

For this period the CRC employees, which are the target group of the project, have completed 409 training courses of the Institute of Public Administration.

 

This is the second successful CRC project with this operational programme. The first one - „Extending the information system „Licensing and registers” has been declared “best practice” by OPAC. Through this project 39 electronic services are provided to the citizens and the business as part of the future e-government.

Bulgaria took participation in the World Summit on the Information Society

 

 


 

 

The Chairman of the Communications Regulation Commission (CRС) Mr. Veselin Bozhkov, PhD, took participation in the World Summit on the Information Society (WSIS+10), which was held during the period 9-12 June in Geneva.

 

The World Summit on the Information Society was held under the aegis of the United Nations and coordinated by the International Telecommunication Union (ITU). The main participants in the Forum were: the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Conference on Trade and Development (UNCTAD) and the United Nations Development Programme (UNDP). The Summit was organized in an extended format WSIS+10, with the aim to review comprehensively the results from the 10-year WSIS activity, as well as to adopt two key documents, reflecting the implementation of WSIS decisions and the vision of the High Level Event WSIS +10 for the future development beyond 2015.

 

On the personal invitation by the Secretary-General of ITU Dr Hamadoun Touré the CRC Chairman Mr. Veselin Bozhkov, PhD, gave an official statement before the High Level Forum in the form of a political declaration, stressing Bulgaria’s contribution for achieving the WSIS goals in the past 10-year period. Furthermore the CRC commitment was highlighted towards Bulgaria’s high level political engagements, in whose execution the National Regulatory Authority participates within its competence.

 

More than 1600 participants were present at the event, including about 100 ministers and heads of international organizations, representatives of the business, science and the civil society, to whom a platform was given within the High Level Segment to express their views about the achievements, challenges and the recommendations concerning the implementation of the WSIS Action Plan, the new trends and the questions of strategic importance for the development of the ICT sector.

Announcement regarding misleading short text messages urging the subscribers to call numbers indicated in the messages

 

The Communications Regulation Commission (CRC) warns the end users of misleading short text message (SMS) urging the receiver to call an international number indicated in the message (“Call me urgently…”).

 

Making an outgoing call to the numbers indicated in this messages leads to the realization of undesired international traffic from the subscribers to destinations outside the European Union. In order to restrict the adverse financial consequences, CRC advises the end users to verify carefully the indicated in the messages numbers before making an outgoing call.

The Chairman of the Communications Regulation Commission (CRC) Mr. Veselin Bozhkov, PhD, took participation in the annual session of the Council of the International Telecommunication Union (ITU) which was held in the period 12-16 May 2014 in Geneva.

 

The session of the Council was attended by 421 participants from 48 countries representing the total membership in ITU of 193 member-states, joined by 40 observers of the member-states, 5 sector members, as well as representatives of 3 regional telecommunication organizations.

 

The main topics of this year’s meeting of the Council of ITU were the general policy, strategy and planning, reporting the activities of the working groups to the Council and the adoption of the operational plans of the bureaus of the three sectors (Radiocommunication, Development and Standardization). 

 

During the Council’s session, the Chairman of the CRC – Assoc.Prof. Veselin Bozhkov, PhD, held meetings at the highest level with the Secretary-General of ITU – Dr. Hamadoun Touré and the Deputy Secretary-General of ITU – Mr. Houlin Zhao. The main emphasis of the two meetings were the development of the information and communication technologies in the telecommunication sector, the commitment of ITU to implement global connectivity and the results of the World Summit on the Information Society (WSIS).
