By Decision No 33/19.01.2017 the Communications Regulation Commission (CRC) launches a public consultation procedure on the conditions for issuing an authorization for use of individually assigned scarce resource – radio frequency spectrum for carrying out electronic communications through one electronic communications network for digital terrestrial broadcasting with national coverage with a view to announcing intention for conducting a contest for issuing the mentioned authorization.

CRC adopted a final decision on definition, analysis and assessment of the market for access to the public telephone network at a fixed location for residential and business consumers, market for publicly available national telephone services provided at a fixed location for residential and business consumers and market for publicly available international telephone services provided at a fixed location for residential and business consumers

On 22 November 2016 the Communications Regulation Commission (CRC) adopted a final decision on definition, analysis and assessment of the market for access to the public telephone network at a fixed location for residential and business consumers, market for publicly available national telephone services provided at a fixed location for residential and business consumers and market for publicly available international telephone services provided at a fixed location for residential and business consumers in the Republic of Bulgaria in line with the EU regulatory framework.

In CRC’s final decision have been reflected both the results from the conducted public consultation with the stakeholders and the opinion of the Commission for Protection of Competition. The European Commission (EC) has no comments on the notified market analysis.

The results from the conducted market analysis have shown that the defined markets should not be included in the scope of the regulated markets because they do not meet cumulatively the three criteria test for definition of a relevant market susceptible to ex ante regulation. Therefore the imposed on the undertaking with significant market power obligations in the previous round of market analysis ^[1] should be revoked.

The final decision, the market analysis together with the summarized results from the conducted public consultation and the consultations with the Commission for Protection of Competition and EC were published on 28.11.2016 under the section “Market regulation – electronic communications”. 

By its  Decision No. 530 of 13.10.2016 the Communications Regulation Commission  adopted after a procedure of public consultations a Draft Decision on definition, analysis and assessment of the market of access to the public telephone network provided at a fixed location to residential and business consumers, the market of publicly available national telephone services, provided at a fixed location to residential and business consumers and the market of publicly available international telephone services, provided at a fixed location to residential and business consumers, .

Pursuant to the provisions of the Law on Electronic Communications the Draft Decision has been sent for comments to the European Commission, the Body of the European Regulators for Electronic Communications and to the National Regulatory Authorities of the EU Member States.

The Draft Decision and the results from the conducted public consultations are published on the CRC’s website www.crc.bg, under the section „Public consultations”.

By its Decision No 428 of 29.08.2016 the Communications Regulation Commission adopted a Draft Decision on definition, analysis and assessment of the market of access to the public telephone network provided at a fixed location for residential and business subscribers, the market of publically available national telephone services provided at a fixed location to residential and business subscribers, and the market of international telephone services provided at a fixed location to residential and business subscribers (Draft Decision).

The Draft Decision and its annex (market analysis) have been submitted for consultation with the stakeholders and they are published on CRC’s website under the section Public consultation.
