By Decision No 859 of 01.09.2011, the Communications Regulation Commission (the CRC) adopted a draft Decision on definition of the market of call origination on the public telephone network provided at a fixed location and market of call termination on individual public telephone networks provided at a fixed location as relevant markets susceptible to ex-ante regulation

 

The CRC carried out a second round analysis of the market of call origination on the public telephone network provided at a fixed location and market of call termination on individual public telephone networks provided at a fixed location.

 

The draft market analysis is submitted for public consultation to the interested parties and is published on the CRC’s website under the section “Public consultation”.

 

The results of the analysis carried out show the market of call origination on public telephone network provided at a fixed location and market of call termination on individual public telephone networks provided at a fixed location are susceptible to ex-ante regulation, as “Bulgarian Telecommunication Company” AD is determined as SMP undertaking on the market of call origination on public telephone network provided at a fixed location and the respective proportional obligations are imposed on it. Twenty undertakings  “Bulgarian Telecommunication Company” AD, “ITD Network” AD, “Blizoo Media And Broadband” EAD, “Varna Net” OOD, “Vestitel BG” AD, “Voxbone SA”, “Global Communication Net AD, “Gold Telecom Bulgaria” AD, “Eastern Telecommunication Company” AD, “InterBILD” OOD, “Interoute Bulgaria” EAD, “Cosmo Bulgaria Mobile” EAD, “Mobiltel” EAD, “Nexcom Bulgaria” EAD, “Net Is Sat” OOD, “Netfinity” EOOD, “Orbitel” EAD, “Scat TV”, OOD, “Spectrum Net” EAD, “Telecom 1” OOD are defined as SMP undertakings on the relevant wholesale markets for call termination on their own public telephone network provided at a fixed location and the respective proportional obligations are imposed on them.
