By decision № 727 of 08.07.2010 the Communications Regulation Commission (CRC) adopted a Draft Ordinance on determination of the rules for formation and application of the price of the universal postal service. The draft is elaborated in relation to the entering into force of the Law for amendment and supplement to the Postal Services Act (promulgated SG, issue 87/2009).

 

The most significant changes in the draft aim at reflecting the new provisions of the Law for amendment and supplement to the Postal Services Act, as according to the amendment, the Ordinance now refers only to the postal operator having the obligation to perform the universal postal service. Some of the texts in the secondary legislation related to the application of the prices, which are formed on the basis of implementation of the cost allocation system, have been specified.

 

In accordance with the Postal Services Act and on the grounds of art. 15b, para.1 and para. 2 of the Act, the regulator launches a procedure for public consultation.

 

The proposals and comments on the draft Ordinance on determination of the rules for formation and application of the price of the universal postal service, submitted within the deadline, will be considered by the CRC.
