On July 5, 2010 the final meeting of the Steering Committee for project “The role of the CRC in the context of a liberalized postal market” was held, which marked the finale of the contract. The meeting was attended by the Chairman of the CRC, PhD Veselin Bozhkov, H.E. Jorge Fuentes – Ambassador of Spain in Bulgaria, Mr. Jesus Miranda – Deputy Minister of Public Works and Transport of Spain, members of the CRC and representatives of “Bulgarian Posts” EAD.

 

An institutional partner was the Directorate “General Postal System” in the Ministry of Public Works and Transport of Spain. The Spanish Project Leader was Mr. Rafael Crespo – Deputy-General Director in the Ministry and the Bulgarian one - PhD Veselin Bozhkov, Chairman of the CRC.

 

In the course of the project and within the six main missions the main objectives, which are priorities for the CRC in the context of the postal sector liberalization, have been realized.

 

The Spanish and the Bulgarian experts have analyzed the mechanism for price regulation of the universal postal service as well as the current cost accounting system of the main postal operator.

 

The project included a review of the national legislation on postal services and assessment of the degree of conformity with Directive 97/67/EC and Directive 2002/39/EC, which marked the beginning of the liberalization of the postal sector. As a result recommendations for elaboration of guidelines on net cost calculation of the obligation for the provision of universal service had been provided.

 

Proposals for amendment and supplement to the national primary and secondary legislation related to the transposition of the Third Postal Directive (2008/6/EO) had been elaborated.

 

The contract “The role of the CRC in the context of a liberalized postal market” is the second successful project between the CRC and the Ministry of Public Works and Transport of Spain in the postal sector. The realized discussions and the shared best regulatory practices will support the development of the postal services in the context of a liberalized market.
