LICENCE No 207 of 29.07.2004 on Carrying out of Telecommunications through Radio
Equipment from Amateur Radio Service

promulgated in the State Gazette, issue 75 of 27.08.2004,

Section
I
General
Provisions
Subject-matter
Art.
1. This License, hereinafter referred to as the "License", shall
regulate the conditions for the implementation of a telecommunication activity –
carrying out of telecommunications through radio equipment from the amateur
service as well as the requirements with regard to persons, who wish to
implements it.
Art.
2. Carrying out of telecommunications through radio equipment from
the amateur service shall be an activity implemented by radio amateurs
exclusively with ideal purpose and comprising transmission and reception of
information through systems and means for radio communications, training and
self-training, provision of telecommunications in crises of non-military nature,
in introducing of a regime of "martial law", a regime of "war time” or emergency
situation.
Art.
3. During the carrying out of telecommunications through radio
equipment from an amateur service the radio frequency spectrum allocated for the
amateur service and the amateur service through satellite is used in conformity
with the National Plan for Allocation of the Radio Frequency Spectrum of radio
frequencies and radio frequency bands for civil needs, for the needs of the
national security and defense of the country as well
as for shared use between them, adopted by Decision No 545 of 2004 of the
Council of Ministers (State Gazette, issue 60 of 2004) and Decision No 717 of 12
February 2004 of the Communications Regulation Commission (CRC) on determination
of the radio frequency spectrum for general use.
Effect with regard to
Persons
Art. 4.
(1) Solely a person
who is registered under this License, hereinafter referred to as the
“Registered” may implement telecommunication activity – carrying out of
telecommunications through radio equipment from an amateur
service.
(2) The registration shall be
conducted under conditions of equal treatment, publicity and transparency.
(3) The number of registered persons
shall not be limited.
(4) The registration may not be
assigned. Registered persons shall not be entitled to assign their rights under
the registration to third persons.
Art.
5. The radio equipment from the amateur service may be used after
registration of the persons under this License.
Effect in Time
Art.
6. The term of validity of the registration shall not be restricted
except under the conditions of Art. 33, Para.
2.
Territorial Effect
Art.
7. The effect of the license shall be spread out onto the territory
of the Republic of Bulgaria as well as onto the territories on which the
registration under the License is recognized on the grounds of the international
law.
Register
Art.
8. The Communications Regulation Commission shall keep a public
register of the persons registered under the License.
Section
II
Rights and
Obligations
Rights
Art.
9. Registered persons shall be entitled:
1.
To build up and/or use an amateur station;
2.
To carry out telecommunications through radio equipment from the
amateur service in conformity with the class of the License for radio amateur
qualifications with the capacities, in the radio frequency bands and with
classes of emission indicated in Annex No 1, with observation of the Rules of
the International Telecommunications Union (ITU), the norms of the
Telecommunications Act (TA), referring to this activity and the conditions of
this License;
3. Radio amateur in possession of a
radio amateur class 1 and length of service minimum 5 years has the right in
event of participation in radio amateur contests to use a radio transmitter with
output power up to 1000 W (30 dBW) in a stationary
working regime and in the frequency bands in conformity with Annex No 1 from a
certain location with observation of the norms for electromagnetic safety,
defined in conformity with Ordinance No 9 of 1991 on Maximum Admissible Levels
of Electromagnetic Fields in Populated Territories and Determination of Hygiene
Protective Zones around emitted object) Sites (promulgated in the State Gazette,
issue 35 of 1991; amended, issue 38 of 1991; amended and supplemented, issue 8
of 2002); not later than 14 calendar days prior to the commencement of the work
from a certain location the radio amateur shall notify the CRC in writing about
the precise address, which the amateur radio station shall be used from, if it
is in a populated area, or about its geographic coordinates with precision up to
10", if it is beyond a populated area;
4. To broadcast
radio amateur bulletins after notification of CRC about the day and
the frequency they shall be broadcast on;
5. To work from another amateur radio
station in the presence of its owner (person in charge), transmitting during the
radio connection the call sign of the owner of the radio station he works from,
and below the line – his own call sign.
Art.
10. The Communications Regulation Commission shall grant to each
radio amateur in possession of a license for radio amateur qualifications, the
right to work on a club amateur radio station, observing the requirements,
indicated in Annex No 1.
Obligations
Art.
11. Registered persons shall be obliged:
1. Not to carry out through an
amateur radio station telecommunication in a commercial
manner;
2. Not to accept communications from
or enter into connection with radio stations from other services with the
exception of the evens under Section V;
3.
Not to cause intentional harmful interference of an occupied radio
frequency channel (frequency);
4. Not to transmit misleading signals
calamity and/or other emergency situations and signals, which
may be taken for such;
5.
Not to transmitwith power bigger than the
permitted one;
6. Not totransmit bearing frequency, signals or communications, if
he has not identified himself through his call sign as well as not to use for
the purpose other persons’, unreal or abbreviated call
signs;
7.
During radio exchange not to abbreviate the
call signs of his correspondents;
8.
Not to use cipher and codes (conditional language), digits, words or
abbreviations, which do not have well-known sense;
9.
Not to transmit radio broadcasting programs, publicity, music, sound
effects and a combination of them;
10.
Not to transmit information with indecent or offensive
contents;
11. To install and use amateur radio
station from the board of a ship or an aircraft solely with the consent of the
relevant captain (commander);
12. Not to restrict or hinder in any
manner whatsoever the use of the amateur repeater and radio
beacons;
13.
to re-transmit in real time or on recording
an emission of another radio amateur solely with his
consent;
14. to enter the implemented radio
links in a logbook of the radio links indicated in Annex No 2, except with use
of the amateur radio station beyond its permanent address;
15. To observe the requirements for
electromagnetic compatibility and quality of the broadcast
signal.
Section
III
Technical
Requirements
Requirements to Used Technical
Means
Art.
12. (1) The technical means used
by registered persons shall satisfy the following
requirements:
1.
The band of the modulating sound frequencies shall be within the
range from 0,3 to 3 kHz;
2. The maximally admissible width of
the frequency band for the various classes of emission shall not exceed the
following values:
- telegraphy with non-attenuating vibration,
Morse’s code (CW) - 100 Hz;
- two-band telephony with amplitude modulation
(AM) - 6 kHz;
- one-band telephony with amplitude modulation
and repressed bearing frequency (SSB) - 2,7 kHz;
3. The maximal frequency deviation in
classes of emission with frequency modulation (FM) shall not
exceed:
- for frequencies under 30 MHz - ‘ 3
kHz;
- for frequencies from 30 to 440 MHz - ‘ 5
kHz;
- for frequencies of over 440 MHz – depending on
the technical designation of the device and the relevant
standards;
4. The amateur radio station shall
have a possibility for setting up of the radio transmitter with switched off end
amplifier at capacity, with the use of an equivalent antenna or in another
manner guaranteeing maximal undesired emissions;
5.
The Spurious domain emission limits of the radio transmitter of the
amateur radio station shall not be bigger than:
- for transmitters with working frequencies, lower than 30 МHz, inclusive of SSB - minus (43 + 10 log (PEP)) dB or
minus 50 dB (with regard to the peak power), which is less limiting; PEP shall
be the peak power at the inlet of the antenna;
- For one-band telephony with amplitude modulation and suppressed carrier
frequency
(SSB) from a mobile radio station - minus 43 dB (with regard to the
peak power);
- for transmitters with working frequencies over
30 МHz minus (43 + 10 log(P)), or minus 70 dBc (decibels with regard to non-modulated carrier), which
is less limiting; Р shall be average power;
6. The measurements Spurious domain emission limits pursuant to item 5 shall be
made under the following conditions:
- for frequencies from 9 kHz to 150 kHz the
reference bandwidth
is1
kHz;
- for frequencies from 150 kHz to 30 МHz the reference bandwidth
is10
kHz;
- for frequencies from 30 МHz to 1 GHz the reference bandwidth
is100
kHz;
- for frequencies over 1 GHz the reference
bandwidth
is1
MHz.
(2) Registered persons shall be
obliged:
1. Not to allow an amateur radio
station to cause harmful interference to other radio equipment and to other
telecommunication networks, satisfying the relevant standards as well as not to
cause hazardous to health tension of the electromagnetic field; if harmful
interference is caused, the radio amateur shall be obliged to undertake all
measures for its elimination; in events of proven permanent harmful interference
and/or excess of the maximum admissible tension of the electromagnetic field in
populated areas from a certain amateur radio station CRC shall impose to the
owner of the amateur radio station causing harmful interference and/or the
harmful emissions, limitations of the working hours, the power of the
transmitter, the use of certain frequency bands and certain classes of
emission;
2. To build up, install and maintain
the antennas and the connecting lines of the amateur radio station in such a
manner that the minimal distance between their components inside the buildings
and any part of the existing telecommunication installations shall not be less
than 1 m; shorter distances shall be admitted for screened lines, if work is
guaranteed without mutual interference; the antenna systems outside the
buildings shall be installed in compliance with the standards effective in the
country;
3. Not to connect the earthing conductors of the amateur radio stations with the
telecommunication installations;
4.
To use radio equipment, which satisfies the
effective hygiene protective norms and requirements for electromagnetic
compatibility;
5. To mate at his expense the
relevant prescribed by CRC changes in the location and the parameters of the
stationary stations in events of arising of problems related to the
electromagnetic compatibility.
(3) The import of factory produced
radio equipment shall be performed in accordance with the procedure established
in the Republic of Bulgaria.
Requirements for the Implementation of the
Activity
Art.
13. Registered persons shall be obligated to carry out
telecommunications through radio equipment from the amateur service in
conformity with the normative actsе and the applicable
technical specifications, inclusive of the Bulgarian standards, referring to the
subject-matter of the License.
Section
IV
Provision
of Information
Art.
14. (1) The Communications
Regulation Commission may require and registered persons shall be obliged to
provide it with information related to the subject-matter of the License within
specifically defined terms.
(2) The Communications Regulation
Commission shall be obliged not to disclose the information pursuant to Para.
1, in the event that it represents personal data or registered
persons declare it as trade secrecy.
Section
V
Provision
of Telecommunications in Crises of Non-Military Nature, Introduction of Regimes
of “Martial Law”, “War Time” or State of Emergency
Art.
15. In crises of non-military nature, in introducing a regime of
“martial law” or “war time” or state of emergency pursuant to Art. 60а of the
Defence and Armed Forces of the Republic of Bulgaria Act registered persons
shall be obliged:
1.
To render assistance to the competent authorities for the provision
of telecommunications through his amateur radio station, which
shall remain under the control of registered persons;
2.
To fulfill the requirements of the
competent authorities for the restriction of the use of the amateur radio
stations at time defined by them;
.
3. To provide for gratuitous access
to their amateur radio stations to the competent authorities for communications
and calls.
(2) Registered persons shall be
entitled to carry out emergency radio connections in event of ultimate need for
rescue of human lives and/or urgent protection of ownership with significant
value in events of impossibility for use of other telecommunication networks and
equipment.
Section
VI
Fees
Art.
16. In conformity with the effective Tariff for the Fees Collected by
the Communications Regulation Commission pursuant to the Telecommunications Act,
registered persons shall pay:
1.
an administrative fee – for the service –
consideration of an application;
2.
a registration fee – for the administrative
expenses for registration.
Section
VII
Control and
Sanctions
Establishment of Violations and Imposition of
Sanctions
Art.
17. (1) The establishment of
violations and the imposition of sanctions for the non-observation of the
conditions and the requirements of the License shall be performed in accordance
with the procedure established by the Telecommunications Act.
(2) The control shall be exercised by
authorized employees in conformity with the Telecommunications
Act.
Cooperation of Controlling Authorities
Art.
18. For the exercise of the control registered persons shall be
obliged to render assistance to the empowered employees of CRC in the
performance of their functions and rights granted pursuant to the
Telecommunications Act.
Section
VIII
Registration
Persons Who May Be
Registered
Art.
19. (1) Each natural person who
satisfies the following conditions shall be registered under the
License:
1. Who has acquired efficiency or has
come to the age of 14 and has consent of a parent or guardian in
writing;
2. Who has filed an application and
the documents accompanying it pursuant to Art. 20
and has accepted to observe the conditions of the License;
3. Who is in possession of a permit
for radio amateur qualifications or harmonized Amateur Radio Examination
Certificate (HAREC).
(2) Each legal entity or natural
person – sole entrepreneur who satisfies the following conditions shall be
registered under the license:
1. Who is in possession of an act for
the creation of a radio club;
2. Who has filed an application and
the documents accompanying it pursuant to Art. 20
and has accepted to observe the conditions of the License;
3. Who has defined a person in charge
of the radio club who must be a person who has come to the age of 18 and in
possession of a permit for radio amateur qualifications class 1.
Application
Art.
20. (1) For registration under
the License, the applicant shall file an application to CRC in conformity with a
sample form published on the Internet site of CRC.
(2) The application shall
contain:
1.
Data about individualization of the applicant;
2. Data about the radio
equipment.
(3) The following shall be attached
to the applications of natural persons:
1. A copy of a permit for radio
amateur qualifications or Harmonized Amateur Radio Examination Certificate
(HAREC) of the person;
2.
Consent in writing of a parent or a guardian;
3. A copy of the relevant act which
certifies the representative power of the guardian;
4. A document for consent of the
owner of a personal amateur radio station to be used by the
applicant;
5. A copy of a document for fees paid
pursuant to Art. 16.
(4) The following shall be attached
to the applications of legal entities and natural persons –sole entrepreneurs:
1.
A current status certificate;
2. A copy of a certificate for
BULSTAT registration certified by the applicant;
3. A copy of a tax registration
certificate certified by the applicant;
4.
A document from the legal entity indicating the defined person in
charge of a radio club;
5. A copy of a license for radio
amateur qualifications of the person in charge of a radio
club;
6. A copy of a document for fees paid
pursuant to Art. 16.
(5) An appraisal of the hygiene
protective zone shall be attached to the application for registration with the
use of an amateur radio station with power bigger than 100 W in conformity with
Ordinance No 9 of 1991 on Maximum Admissible Levels of Electromagnetic Fields in
Populated Territories and Determination of Hygiene Protective Zones around
Emitting Projects (about the permanent address, which the amateur radio station
shall be used from). The appraisal shall be for the maximal effectively emitted
power.
(6) The application for determination
of personal listener’s signs of the radio amateur listeners and of temporary
call signs shall contain solely data about the individualization of the
applicant.
(7) All the documents shall be
presented in the Bulgarian language in two copies.
Qualifications
Art.
21. The conditions and the procedure for acquisition of a license for
radio amateur qualifications shall be indicated in Annex No
3.
Art.
22. The License for radio amateur qualifications shall constitute
grounds for the acquisition of the radio equipment which is used for amateur
purposes and shall emit.
Registration related
Procedure
Art.
23. If the requirements under this License are met, the
Communications Regulation Commission shall register the applicant through an
entry in its Register and shall determine a call (recognition) sign for him and
shall issue a registration certificate to him within a 30-day time limit from
the receipt of the application and the documents accompanying it.
Art.
24. (1) The rights and
obligations for the implementation of the activity under the License shall arise
from the time of the registration.
(2) The rights and obligations for
the implementation of the activity under the License shall also arise in the
event that the person satisfies the conditions and the requirements stipulated
in the general license and has a defined call sign, but the Communications
Regulation Commission has not pronounced its judgment within a 30-day time limit
from the filing of the application pursuant to Art. 20.
Art.
25. (1) In the events when the
person does not satisfy the conditions and the requirements stipulated in the
general license, CRC shall by a motivated decision reject the registration and
shall notify the person in writing about that within a 7-day time limit from the
adoption of the decision.
(2) In the events
pursuant to Para. 1 the fee under Art. 16,
sub-paragraph 2 shall be refunded to the applicant within a time limit of up to
10 days from the entry into force of the decision of CRC, by which the
registration is rejected.
Determination of a Call
Sign
Art.
26. The conditions and the procedure for determination and use of the
call (recognition) sign shall be indicated in Annex No 4.
СЕРТ
License
Art.
27. The Communications Regulation Commission shall issue to
registered radio amateurs with a license for qualifications class 1 at request
on their part a СЕРТ
License in compliance with
Recommendation T/R 61-01 of the European Conference of
Postal and Telecommunications Administrations (CEPT) for the carrying out of
telecommunications through radio equipment from an amateur service in events
of temporary stay in the countries, which have joined this
Recommendation.
Amendments in Registration
Art.
28. (1) When an amendment in the
data pursuant to Art. 20 occurs, registered persons shall notify CRC in writing
within a 14-day time limit.
(2) The Communications Regulation
Commission shall reflect the amendments occurred in the registration certificate
within a 30-day time limit from the filing of the notification pursuant to Para.
1.
Erasure of Registration
Art.
29. (1) The Communications
Regulation Commission may by a motivated decision erase the registration under
the License in the following events:
1.
Essential or systematic violation of the Telecommunications Act or
the conditions of the License;
2. Actions of registered persons
which endanger the national security or infringe the public
interest.
(2) In the events pursuant to Para. 1
CRC shall erase the registration, if within a 30-day term after the receipt of a
warning in writing registered persons have not suspended the violation and have
not eliminated its consequences.
Art.
30. The registration under the License shall also be erased at a
request of registered persons in writing.
Art.
31. The registration under the License shall be erased in event of
death of the natural person or in event of erasure of the legal entity.
Art.
32. In events of erasure of the registration registered persons shall
be erased from the register pursuant to Art. 8
and their call signs shall be released.
Registration of Radio Amateurs – Foreign
Citizens
Art.
33. (1) Radio amateurs – foreign
citizens, shall use the rights under the License without registration under this
License under the following conditions:
1.
If they are in possession of a CEPT License in compliance with
Recommendation T/R 61-01 of СЕРТ;
2. If they are on the territory of
the Republic of Bulgaria up to three months;
3. If they observe the conditions of
this License.
(2) Radio amateurs – foreign
citizens, residing temporarily in the Republic of Bulgaria, who do not satisfy
the requirements of Para. 1, shall be registered under
the License for the requested term, but for not more than one year.
For the purpose they shall file applications pursuant to Art.
20, which they shall attach to:
1.
Their legalized documents for radio amateur
class;
2.
Their legalized national radio amateur
licenses;
3. Certified by the applicants copies
of documents certifying their stay in the Republic of
Bulgaria;
4. Documents for fees paid pursuant
to Art.
16.
(3) Radio amateurs – foreign
citizens, residing in the Republic of Bulgaria for a term longer than one year,
shall be registered in accordance with the procedure established by Art. 19 of the License, additionally presenting documents certifying
their stay in the Republic of Bulgaria.
§
1. Within the meaning of the License:
1.
"Radio amateur” shall be a natural person, in possession of a license
for radio amateur qualifications or a Harmonised Amateur Radio Examination
Certificate (HAREC), who without any material interest and for own needs shall
carry out telecommunication from the amateur service.
2. "Amateur radio station" shall be a
radio communication device, which consists of one or several radio transmission
or radio reception apparatuses or a combination of them, inclusive of
antenna-feeder systems and ancillary devices and may be used for the carrying
out of telecommunication at least in one of the ranges in conformity with Annex
No 1.
3. "Stationary radio station" shall
be a radio station, which is installed and works from a precisely fixed
geographic location indicated in the registration certificate.
4. "Mobile radio station" shall be a
radio station, which may be moved and work from points with various geographic
location or in movement.
5. "Mobile transportable radio
station" shall be a mobile radio station, which may be installed on a motorcar
vehicle and is designated for work from the spot or during
movement.
6. "Mobile carriable radio station" shall be a mobile radio station,
which may be carried and services by one person and is designated for work from
the spot or during movement.
7. The maximum permitted output power
(W, dBW) of the radio transmitter shall be stated by
peak power.
8. "Peak power" shall be the average
power, supplied by the transmitter to the feeder of the antenna for one radio
frequency period corresponding to the maximal amplitude of the wrapper of the
modulated signal under normal working conditions.
9. "Average power" shall be the power
supplied from the transmitter to the feeder of the antenna for a sufficiently
continuous time interval under normal working conditions.
10. "Amateur radio links" shall be
the radio links established between amateur radio stations.
11. "Amateur radio club" shall be an
association of persons with radio amateur qualifications for the carrying out of
telecommunications through radio equipment from the amateur service registered
in the Court pursuant to the Non-Profit Juristic Persons Act or an organization,
an institution, department or other subjects – legal entities or sole
entrepreneurs.
12. "Amateur repeater" (analogue,
digital) shall be an automatic amateur stationary radio station, which is used
as interim for reception, transformation and re-transmission of signals emitted
by amateur radio stations.
13. "Amateur radio beacon" shall be
an automatic transmited stationary radio station, with
small capacity, working continuously within a certain amateur frequency
band.
14. "Radio amateur contest" shall be
a sports telecommunication activity through radio equipment from the amateur
service, which passes in a preliminarily defined time interval, during which the
amateur radio links are conducted in conformity with defined sports rules and
criteria.
15. "Clarifying word" shall be a word
from the international phonetic alphabet, by which the
relevant letter is clarified at work on telephony.
16. "Effective radiated power" shall
be the product of the power supplied to the antenna and its gain relative to
a half-wave dipole in a given direction;
17. "Personal amateur radio station"
shall be an amateur radio station, which shall be used for the carrying out of
telecommunications by a natural person registered under the
license;
18. "Club amateur radio station"
shall be an amateur radio station, which is used for the carrying out of
telecommunications from an amateur radio club;
19. "Radio amateur bulletin" shall be
broadcasting of communications related to the radio amateur activity from
persons registered under the License.
20. "Telegraphy" shall be a form of
carrying out of telecommunications during which
the information is presented through the use of the Morse
code.
§
2. The hygiene protective zone around the broadcasting amateur radio
station in conformity with Ordinance No 9 of 1991 on Maximum Admissible Levels
of Electromagnetic Fields in Populated Territories and Determination of Hygiene
Protective Zones around Broadcasting Sites (promulgated in the State Gazette,
issue 35 of 1991; amended, issue 38 of 1991; amended and supplemented, issue 8
of 2002) and includes:
• description of the
location of the antenna and the radio transmitter with regard to the surrounding
them buildings from the point of view of hazardous electromagnetic
emissions;
• a layout and a
drawing, including the buildings, located in the zone endangered by
electromagnetic radiation under the condition that the antenna systems is in the
proximity of a residential area;
• The maximal radius of the hazardous zone
shall be outlined on the drawing or the layout
(in the plane of the phase center and the
direction of the main maximum of the diagram of drietced effect of the antenna in the horizontal
plane);
• The heights and the distances to the antenna
system shall be indicated for the buildings, falling within the hazardous
zone;
• The value of the electromagnetic field for
the highest and nearest to the antenna system point of each of these buildings
shall be calculated.
§
3. The License shall be issued on the grounds of Art.
27, sub-paragraph 8 of the
Telecommunications Act and Art. 5, subparagraph of Ordinance No 13 of 2003 on
Determination of Telecommunication Activities, Subject to Individual Licensing
and Registration under General license (State Gazette,
issue 2 of 2004).
§
4. The License shall enter into force from the date of its
promulgation in the State Gazette.
§
5. This License shall revoke General license No 207 of 1999 on
Implementation of Telecommunication Activities for Own needs for the Purposes of
the Amateur Service adopted by the State Telecommunications Commission (State
Gazette, issue 108 of 1999).
§
6. The certificates issued under General license No207 of 1999 on Implementation of Telecommunication
Activities for Own needs for the Purposes of the Amateur Service shall preserve
their validity.
§
7. Persons registered under General license No 207 of 1999 on
Implementation of Telecommunication Activities for Own needs for the Purposes of
the Amateur Service shall be obliged to bring their activities in compliance
with this License within a term of 3 months from its promulgation in the State
Gazette.
§
8. (1) The radio amateur class
certificates issued until the entry of this license into force shall preserve
their validity being made equal to the licenses for radio amateur qualifications
as follows:
1. The radio amateur class A, B and C
certificates shall be made equal to a license for radio amateur qualifications
class 1;
2. The radio amateur class D
certificate shall be made equal to a license for radio amateur qualifications
class 2;
3. The radio amateur qualifications
license class 2 shall be made equal to a license for radio amateur
qualifications class 1;
4. The license for radio amateur
qualifications class 3 shall be made equal to a license for radio amateur
qualifications class 2.
(2) In events of declared wish on the
part of a radio amateur CRC shall replace his radio amateur class certificate
with a qualifications license.
§
9. The personal listeners’ signs determined up to the entry of this
License into force shall preserve their validity.

I. Personal
and club amateur stations and radio beacons
Radio

Annex No 3 To Art. 21
Conditions
and procedure for acquisition of a license for radio amateur
qualifications
1. Bulgarian radio amateurs depending
on their theoretical and practical preparation shall be classified in two radio
amateur classes as follows:
Class 1 equivalent to СЕРТ License;
Class 2 – national class.
Persons implementing solely radio amateur listeners’ activities shall be
radio amateurs listeners.
2. The Communications Regulation
Commission shall issue a license for qualifications for the relevant radio
amateur class and/or Harmonised Amateur Radio Examination Certificate (HAREC) at
Recommendation T/R 61-02 of СЕРТ after a successfully passed examination
in:
2.1.
Electrical engineering and radio equipment;
2.2. Codes and radio amateur
abbreviations, rules and procedures during the implementation of radio amateur
links;
2.3. Statutory regulation –
Regulations for Radio Communications of ITU, the Telecommunications Act and this
License.
3. The examination pursuant to items
2.1, 2.2 and 2.3 shall be written and shall be conducted on a test principle in
conformity with a program corresponding to Recommendation T/R 61-02 of CEPT and
ratified by the Chairperson of CRC.
3.1. Each test contains 60 questions
and shall be ratified by the Chairperson of CRC.
3.2. The examination shall be deemed
as successfully passed if the applicant has answered correctly to not fewer than
48 questions.
4. Radio amateurs shall enhance their
qualifications commencing from class 2. A condition for applying for class 1
shall be the license for radio amateur qualifications for class 2 at least six
months counted from the date of the examination.
5. The examinations shall be
conducted by a commission appointed by the Chairperson of CRC.
6. The Board of Examiners shall have
the following membership:
- the representative of CRC who shall be the
Chairperson of the Commission;
- Two members – radio amateurs with a license for radio amateur
qualifications class 1.
7. The applicants for passing an
examination shall file an application in writing in conformity with a sample
form to CRC paying the defined fee.
8. The examinations shall be
conducted in conformity with a schedule and in locations defined by the
Chairperson of CRC.
9. The Commission shall draw up a
written statement for the results of the examination, which shall be ratified by
the Chairperson of CRC.
10. The written papers pursuant to
item 3 shall be preserved in CRC for one year.
11. The license for qualifications
for the relevant radio amateur class shall be issued after a successfully passed
examination and the presentation of a photograph. For the issuance of a
duplicate of a license for qualifications the radio amateur shall file an
application to the Chairperson of CRC and shall present a photograph and a copy
of a receipt for a fee paid.
12. The Communications Regulation
Commission shall issue to owners of licenses for radio amateur qualifications
class 1, at request on their part, a Harmonised Amateur Radio Examination
Certificate (HAREC) in compliance with Recommendation T/R 61-02 of
CEPT.
Annex No 4
to Art. 26
The
procedure for determination and use of the call (recognition)
sign:
1. The Communications Regulation
Commission shall determine the call signs of all Bulgarian radio amateurs. They
shall consist of the letters (the national prefix) LZ and one digit, followed by
not more than three letters of the Latin Alphabet. For
Southern Bulgaria (first zone) the digits 1, 3, 5, 7 and 9 shall be used, and
for Northern Bulgaria (second zone) the digits 2, 4, 6 and 8 shall be used. The
letter K and a combination of the letters AA to ZZ shall follow after the digit
in the call sign of the club amateur radio stations.
2. The Communications Regulation
Commission shall determine temporary call signs with regard to the celebration
of eminent dates, participation in international radio amateur contests and
expeditions and others of the kind. After the letters (the national prefix) LZ
the temporary call signs may consist of more than one figure and/or more than
three letters.
3. During use of the amateur radio
station beyond its permanent address registered persons shall transmit after
their call signs under line:
3.1. the
digit "1" for Southern Bulgaria (first zone) or the digit "2" for Northern
Bulgaria (second zone) – for temporary work from another populated area, if the
radio station is supplied from the electric power network of the temporary place
of residence;
3.2. the
letter "P" or the word "portable" (in telephony) – for work with mobile carriable amateur radio station;
3.3. the
letter "М" or the word "mobile" (in telephony) – for work from a land motorcar
vehicle;
3.4. the
letters "ММ" or the words "maritime mobile" (in telephony) – for work from the
board of a navigation vessel;
3.5. the
letters "АМ" or the word "aviomobile" (in telephony) –
for work from the board of an aircraft;
3.6. the
requirements pursuant to item 3 shall not be obligatory during participation in
radio amateur contests.
4. Radio amateurs – foreign citizens,
carrying out telecommunications from the territory of the Republic of Bulgaria,
shall form their call sign, transmittingт LZ and their
personal call sign under line.
5.
At commencement and completion of each amateur radio link registered
persons shall transmit their call signs and during the radio link they shall
indicate their location (locator and/or populated area). The radio links shall
be entered into a logbook of the radio links, provided for in Annex No 2 (not
mandatory under the conditions of item 3).
6. The international phonetic alphabet shall be used during work in
telephony as follows:

7. The Communications Regulation
Commission shall determine the call signs of the amateur retransmitters and radio beacons. They shall consist of the
letters (the national prefix) LZ and the digit 0, followed by three letters of
the Latin alphabet. The amateur retransmitters and
radio beacons shall transmit automatically (in telegraphy or telephony) their
recognition sign, locator and the altitude above seal level.
8. The Communications Regulation
Commission shall determine recognition signs MO, MOE, MOI, MOS, MOH, MO5 of amateur radio transmitters used for the sports radio
intersection. The recognition signs shall be automatically
transmitted in telegraphy.
9. The Communications Regulation
Commission shall determine personal listeners’ signs to radio amateur listeners.
They shall consist of the letters (the national prefix) LZ, a digit, a dash and
a three-digital consecutive number. The digit after LZ shall be formed in
conformity with item 1.
10. The Communications Regulation
Commission may grant released call signs:
10.1. to other radio amateurs after
the expiration of 10 years from the date of the release;
10.2. to other radio clubs after the
expiration of 1 year from the date of the release.
